What services does EVOLVE offer to pregnant individuals and couples who have recently given birth?

As part of EVOLVE’s Pregnancy Services, we provide free, confidential, all-options counseling to expectant individuals and those who have recently given birth.

Depending on the path identified as the right course of action, EVOLVE can provide resources for termination, help explore barriers to parenting, or offer information about open adoption and adoption planning.

If an individual decides to place their infant through adoption, EVOLVE offers counseling, support navigating openness with an adoptive family, and referrals to external supports to help ensure long-term stability after placement.

What adoption programs does EVOLVE offer?

EVOLVE offers multiple adoption programs.

We facilitate Adoption Through Foster Care through our Minnesota Adoption Permanency Program (MAPP), which serves children currently under state guardianship.

EVOLVE also facilitates Domestic Infant Adoption and International Adoption through our private adoption programs.

Private adoption programs are available to Minnesota and Western Wisconsin residents. The Foster to Adopt program is available only to Minnesota residents, as costs are covered through EVOLVE’s contract with the Minnesota Department of Children, Youth and Families.

How do I adopt through EVOLVE Family Services?

The first step to becoming a prospective adoptive parent is attending an Information Session.

Information Sessions are free, offered virtually, and provide an overview of EVOLVE’s adoption programs. Attendance is required prior to applying for any program.

After registering, participants receive reference materials, program fee information, and a Zoom link via email.

Does EVOLVE work with prospective adoptive parents who are single?

Yes.

EVOLVE recognizes that single parents can successfully provide permanency for children. All prospective adoptive parents—single or partnered—are assessed for capacity and resources.

While adoption by single persons is permitted in the United States, some placing agencies and countries may have restrictions regarding single adoptive parents.

Does EVOLVE work with prospective parents who identify as LGBTQ+?

Yes.

EVOLVE is fully affirming and supportive of LGBTQ+ staff, youth, partners, and clients. Staff receive ongoing education in providing LGBTQ+ inclusive services.

EVOLVE also provides training for prospective adoptive parents on supporting and affirming LGBTQ+ adoptees.

While adoption by LGBTQ+ individuals is permitted in the United States, some placing agencies and countries may have restrictions.

How much does it cost to adopt?

Adoption costs vary depending on the type of adoption.

MAPP, EVOLVE’s Foster to Adopt program, is a public adoption program offered at no cost to families due to EVOLVE’s contract with the Minnesota Department of Human Services.

Private adoption costs typically range from $20,000–$65,000 for Domestic Infant Adoption and $30,000–$70,000 for International Adoption.

Fees may include home study assessments, education and update fees, program fees, biological parent services, placement and medical fees, attorney fees, travel, and post-placement services.

International adoption may also include USCIS fees, in-country legal and court fees, and immigration costs. Some grants and financial assistance may be available, though assistance is generally more limited in private adoption. Families are encouraged to assess their financial resources before beginning the adoption process.
