International adoption is a meaningful and complex journey that requires thoughtful preparation, cultural humility, and ongoing support. EVOLVE partners with families to navigate this process with care, providing guidance, education, and services that prioritize the well-being, identity, and lifelong needs of children and families. Our approach centers ethical practices, transparency, and respect for each child’s history and cultural background.
Our Role in
International Adoption
Since 1977, EVOLVE has worked to ensure all children have the nurturing, support, love, care, safety and belonging of family. Our foundation in intercountry adoption grew over the years to unite thousands of children with families through ethical adoption services. EVOLVE was among the first agencies in the country to become Hague accredited in 2008.
*Our current accreditation has expired, and we will not be renewing our Hague accreditation to function as a primary provider in international adoption.
EVOLVE is pleased to maintain collaborative agreements with other primary providers. We will continue our long history of work in intercountry adoption by providing child-focused home study preparation, parent education, family support, post-placement, and post-adoption services. EVOLVE will also continue to provide our full spectrum of child-focused programming in domestic adoption, foster care, family preservation, and support services, pregnancy services, therapeutic services, and education.

Ethical Practices in Place
In March of 1994, The United States signed an international treaty created by The Hague Convention. This treaty was created to ensure that international adoptions are in the best interest of children and to prevent abduction, exploitation, sale, or trafficking of children. The Convention generally requires that agencies and persons be accredited or approved to provide adoption services for international adoptions when both countries involved are parties to the Convention.
While EVOLVE is no longer serving as a primary provider, the organization remains committed to ensuring that international adoptions are in the best interest of children. EVOLVE is committed to working with Hague accredited international agencies that place children transparently and ethically.
The Process, Timeline, and Application Requirements
Due to the unique laws, procedures, and governing entities in each country, it is difficult to give generalized timelines, program processes, or personal requirements for the various countries.
